converting a road bike to a time trial bike

I have a Kestrel Talon that I would like to convert to a time trial bike. All I need to change is the cockpit. Has anyone done this on a budget?

Bullhorns, aero bars, bar end shifters, aero brake levers.. if you buy used, it shouldn't cost too much. Then sell the STIs and road bars to recover costs.

Cheapest: Aero-bars.

Slightly more expensive: Bent-forward seatpost + aero-bars.

But... it sounds like you want to do the whole base-bar, etc. stuff? Just go buy it on eBay. Hell, you could keep your Talon and pick up a Leader TT frame, and forget the bent-forward seatpost. Just use one wheelset, and you have two bikes.

Man, it's easy to spend your money.

I saw the leader frame and like it, but the reason I'm thinking about converting is I am also getting the rt700. I was going to use the Talon as a winter bike, but I already have a singlespeed and a Ridley cx bike that I ride in the winter.

As well as these I have a Trek road bike that I'll be selling and a redline conquest that I'll be selling as well.

Agree. Spending money on aero bars and a forward seatpost is all you should do. By the time you look at new bars, bar end shifter's, brake levers, etc, and the rest, you can get a good deal on a complete tt bike on ebay or some local sources. Getting a slightly used tt/tri bike is one of the easist deals to find.
