I have read the manual but don't quite get the point.

The instep closure system is designed for different upper midpoint width of your foot with the use of the buckle, some people have wider midpoint and others have narrower midpoints. For those with narrower midpoints, there might be too much slack with the strap even with the buckle fully tightened, and that's when you insert this "closure system" in more, if you have wider midpoint, vice versus. That's the point of this "Soft Instep Closure System".
