It's the gases itself. They're made up of atoms & molecules just like all matter and therefore have mass.
The mass of air may seem negligible, but remember you're compressing air into tubes/tires. There's a lot more atoms/molecules in a much more confined space.

And the Oxygen, nitrogen, hydrogen, carbon, etc. Air at normal pressure is not weightless, just neutrally bouyant. Put regular air under pressure and it becomes non-bouyant compared to the surrounding atmosphere and thus has measureable weight.
