Bicycle Quarterly did a wind-tunnel test with handlebar bags, and it turns out that they act as a small fairing, and actually increase your aero-ness! Hard to believe, yes.

Now if I can just find that link..

I see a couple guys on my commute from time-to-time who have various versions. They seem to do fine. Personally, no effin way.
