"Wet" is a quality we as humans assigned to it. It's an arbitrary term and has its origins in our limited powers of perception.
It also depends on the state, as has already been touched on. Is scalding hot steam vapor or water well below the freezing point "wet"?

really, we should be discussing how to reduce the weight of water.
and i think it depends what the water is in... a aluminum cup, carbon cup, or steel cup, or maybe a half aluminum cup with a carbon bottom to reduce vibration...heckling....BEGIN!
