Capitola California, right next to Santa Cruz. Seems to fulfill all of your needs, and if you live in the village there are several coffee shops. One of my favorites, Mr. Toots is right on the beach.
I lived there for 6 years, loved it, want to move back as soon as my fiance gets out of school.

In santa cruz, there are probably 20 great long rides from home, and dozens of neat small-medium loops withi nice scenery and low traffic. There are so many tiny roads that carry very little traffic. Plus there is spectacular mountain biking, that you can ride to. There aren't the sustained 3-4000 foot climbs you get on the front range, but there is plenty of steep pavement, you can easily put together rides that climb >5000' and much more. and there are foothills. boulder doesn't have any foothill loops, unless you ride dirt. all out-and-backs. and if you are in santa cruz, you have access to the peninsula and big sur in sort-of reasonable driving distance, and the sierra (!) for weekend trips.

Seriously -- here Albuquerque NM.. the Nob Hill district will get you plenty of a house for 1400. La Montanita Coop (80% organic produce) plus a tatoo place every 4 blocks. No rain except in the monsoon mid July to August. Plenty of rides https://nmts.org web site advertises 10% of the actual rides... Not SF but the NM Gay Film Festival is the largest film festival in the state gives you an idea of the level of open mindedness.

I'm pretty happy right where i'm at near Annapolis, MD. Anne Arundel County is very cycling friendly. I dont have to drive anywhere to ride. Just head on out the front door.

If you end up on Highway 1 entering Santa Cruz, avoid Mission Street (still Highway 1) at all costs. I've heard it's only gotten worse with respect to car vs. cyclist encounters, including a couple of cyclist deaths.

I work from home and can live anywhere in the US I want to. I have been looking for places that I can ride without the rain we get here in the NW. I lived in Seattle and now Portland, and I hate riding in the rain. I don't mind a little cold for a few months (cold being 30-40's for me). I want to be able to wake up and ride for 30-45 minutes and the same in the later afternoon or even later evening when it cools down. I would like to be able to do some fun weekend rides so the surrounding areas should be nice.
I liked Seattle's size, I love the trails, but the rain is getting to me. I have been thinking of N. California (Petaluma or Santa Rosa).
Some other things to consider
I want to keep my rent $1400 or for 750+ Sq. ft.
Towns/cities where someone tattooed isn't going to get shot at or ran over. I am covered from toes to collar bones.
Organic stores
Good coffee shops =)
hot days shouldn't get to much past the upper 80's lower 90's and not for very long out of the year
I don't care for humid heat
After reading what I am looking for it sounds like Utopia, but would like to hear from others on where they live and road bike.

Since they are west of the mountains wouldnt they have more sun?

If I could move anywhere, it would probably be Santa Fe. Interesting little town. Mountains, camping, good biking. Probably gets ungodly hot in the summer though. Second on my list would be Portland.

Anywhere on the California coast from SF south is extremely expensive. Hell, even in the low rent area where I live there's nothing for $1400, and I'm far from the coast.
I lived in the mountains north of L.A. for 4 years and if it wasn't for the long commute, I would love to go back. Cheap rent, quiet, clean, and not too many people. Never too hot. Some snow, but not enough to prevent getting around. Plus, easy access to the city if needed.

I live in San Diego. Even with it's significant flaws, it's hard to think of other places.
San Francisco maybe (++culture, -cold -expensive). Seattle maybe (+green,+attitude,--rain). Etc.

I just returned to Seattle after living the past year in southern Italy. Before I left I felt like you, hated the rain, wanted out. The riding in Italy was great, the scenery fantastic. The weather is nice there. I have a lot of pictures and memories. But, it feels great to be home. I even took a pay cut to come home. I was out riding Saturday and typically it felt like it was going to rain the whole time. I didn't care. Lots of people out riding and I spoke to some at one of the many coffee shops. I enjoyed it. Seattle is a wonderful place. Is there a better place June through September? I don't know. Buy a cross bike. Buy some fenders.
