Stem question

When I look through some bicycle magizines I notice that when it comes to stem angles it sometimes list them as 14 degrees or 16 degrees. Does that mean that the 14 degree stem is 7+/- and the 16 is 8+/-? I ask because I was told by me LBS that the stem that was put on my bike was 14 and I need a new stem.

14 degrees means +/-14, depending on which way the stem is flipped.

I've seen some stems listed as a 97/83, meaning +/-7.
