Ebay road bike

I have been looking for a very small road bike, does anyone have input on the value of this bike or if it is a reasonable deal? Thanks

Seems overpriced for a beat up sora [lowest road group with no shifting from drops] bicycle. The OCR 3 is giants cheapest road bike.
