Aluminum Clear-Coat Frame Question

I own an aluminum frame "Trek Pilot" which has some sort of clear coat finish on top of brushed, raw aluminum. I have noticed a couple of marks on the top which I'm guessing are corrosion from sweat that has some how gotten past the finish. Any tips on what to touch this up with?

Is it really a clear coat? Or are you seeing marks on the clear part of a decal?

Either way, I'm not sure what you might use to clean it. But I'll give you my solution: get rid of everything and go 'raw'. Wipes clean with a fine steel wool.
