surly pacer or bridgestone 400 ?

surly pacer or bridgestone 400 ?
I want a road bike after years of mountain biking (santa cruz superlight) and commuting (on an old converted rigid mountain). My dream bike is a vanilla bicycles bike that that would cost way too much. The next best thing for my wallet is a surly pacer that i estimate to cost about $1500 after i finish putting it together.
There is a pretty nice '85 bridgestone 400 available for $400. The reason i like the Surly is for the wide tires option, i owned a better road bike once (old lugged Raleigh) that was pretty harsh with the tiny road tires. If i could fit wide tires on the bridgestone would it be an equivalent or better frame to use than the surly? the bridgestone is complete and ride-able and while the 400 is nothing special it does look pretty nice. What should i do?
