Am I supposed to wear my tights over my lycra shorts?

Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

I wear my tights over my shorts, although I'm sure you could wear just the tights. I've done that while running, but I don't know how well that would go over on a bike.

Yes. Tights over shorts. Those shorts have chamois, right? And no calzones.

Whatever moves your groove....

I never wear a chamois. I don't like that "diaper" feel.

Diapers are fine, it's the feeling a bike seat is trying to shove a diaper into my rectum that keeps me chamois free. I still have chamois issues...Never again!

Siu, seriously?

I do have a few bibs that have a bit of a diaper feel off the bike. Which is weird. But on the bike, I like the chamois. A lot...

Look at it this way.

You might want to remove the tights if they get too warm or put them on if it gets too cold.

Thus, tights over shorts.

There is also the option of wearing underwear with a chamois, e.g.

The problem with unpadded running tights (at least every pair I've ever had) is that they have seam running right down the middle. You do NOT want this rubbing your taint. Which is why I wear my tights over bibs.

This is a great point. Also, if your saddle has a cut-away, there will be a bit of a draft aimed right at said taint.

I love that we can say taint here and it's serious...

Seriously. I can't wear a chamois. It's very uncomfortable. If I could I'd wear a skirt and undies while riding - but that would be not very lady like.
