Whats up with the close system on my Kore quick releases?

Whats up with the close system on my Kore quick releases?

Ok, got my new/used litespeed that came with Kore quick releases. So I snug them and close them up, feeling tight - but going to the far closed position - the tightness gives out, whats with that. I know there is something different in the system with the Kores, but what is the function of it releasing the tension at the closed postion?

Had the same problem with the Kore skewers, my rear wheel was always slipping.. I ended up replacing them with Formula skewers from Supergo.. It didn't matter how much I tightened the Kore, it always seem to slip..
