looks like he races on it from what i can tell.

Fortunately the top cap also doubles as a blinking red light to warn low flying aircraft.

Of course Bartko's palmares far exceed my own, so I'll just STFU now. ;)

Why not a longer headtube?

Lots of track bikes are designed for short HTs and long steerer tubes to accommodate both track drops and pursuit/aero-bars.
