I had my headtube decal replaced with one of the inkjet decal/sticker variety. Now I wondering if its 'safe' to wax over it or maybe even clearcoat the head tube....appreciate any advice!

It needs to be protected with an acrylic clear before applying an automotive urethane. If you can't tell by looking at it, you might just contact whoever you purchased it from and ask them.
Generally, it's pretty easy to tell. If the graphic has a flat/matte appearance, then it probably doesn't have an acrylic coating. If it's nice and glossy, then it probably does.
You have to have a good amount of bleed area when you do spray it, though, or the acrlylic can bleed into the paper and under the graphic area, which means the decal is destroyed. As long as there's enough area to trim away, you should be good.
