I'm not so sure why there aren't many advices here about working it out with the owner. Same as leash laws, if the pet/animal attacks anyone, the owners are responsible. Threaten to sue... see if the owner can control his/her/their animals.
No point trying to harm the animal - they don't know whether they're doing anything wrong. The owner(s) is/are responsible.

That sunglasses thread gave me an idea - almost...
Since dogs are irritated by (sensitive to) eye contact, they might probably be intimidated by a fully reflective Ray-Ban cops' sunglasses. Spice it up with a "Papers please!" look (err) and the pup might even be dripping while you pass by.
Both sun and dog protection. Hmmm...
That guineapig thread gave me an idea - almost...

Eye contact is a challenge for top status, and if you lose the contest, you're his/hers. I wouldn't try that with any dog that seems to be interested in taking a chunk out of my leg already. Actually, I wouldn't try that with any dog except my own.

If you know the home the dog belongs to, I'd send a certified letter informing the owner of the attack and potential liability. It would show negligence on the owner's behalf if a second attack were to happen. Also, it might be enough evidence to show that there was a previous attack. Around here, a second attack legally requires euthanasia for Fido.

So this thread hits home for me finally... Never had an incident with dogs... bla bla... till now. The other day a friend and I were traveling down a relatively quiet road... freshly paved ( entire ride down 4 mi we didn't see one car). about 3/4 of the way a good looking long hair golden lab comes trotting to the side walk and right as we start to come abreast with it... it bolts out into the street with it's jaws wide open growling. We were in the middle of the lane because there was absolutely no traffic and there was no bike lane... Luckily we were going fast enough the dog only got the back spokes of my friends bike... but it put the wheel out of true so he had to ride with the back brake open for the rest of the ride. We were just glad he didn't get his head stuck in the seat stay and throw my friend off his bike!

So today I am busting down the MUP (NOT FAST!!!) maybe 10-12 mph with the same friend when a group of people, likely family approach ahead. They promptly secure their larger dog and then they split off the MUP, we were thinking "Wow they are really nice to do that!" but they DIDN'T secure their little Yorkie... and sure enough it couldn't decide where to go and at the last second, it changed it's mind and ended up under my wheels. I felt like S*** and after we were out of rock/stick throwing range we conversed with the owners and I apologized profusely. I felt sick, because there was crunching; but they didn't look like they would have a friendly conversation if we got any closer so... we kept our distance. After calming my friend down who was yelling at them "That there were Leash laws, and you have to follow them or someone/something gets hurt," obviously his comment's didn't improve moral... so after I calmed him down... I apologized one more time for hitting their dog and we departed. Then I told my friend who had not seen that I likely broke the dog's back. He was upset because it could have thrown me over the bars into the canal... a bad thing, or into the people... another bad thing. He did understand why they were so upset when I told him I squished the dog. We finished the ride in somewhat muted spirits; and I can still see that dog turn around a foot away from me and square up with my front tire.
nearly puked again thinking about it.
