Cane Creek IS-2 headset on Van Dessel Kermis

I had to rubber mallet the bearings into the head tube because they kept angling in. Is that right? Should it be that snug?

I don't have that frame, but I have a Ramble Tamble with CC ZS2 headset. I've not had to use a mallet or any persuader whatsoever. Maybe having cups make a difference, but I doubt it. Given Ted or Edwin a call @ Van Dessel.
