Buying a new bike...

I've been thinking about buying a new bike for a while, but my budget is pretty small. I saw this bike on ebay today, and I'm thinking about buying it. I'd appreciate it if I could get some opinions on this purchase. Also, does anyone know the year of this frame?

That bike looks like its been ridden hard & put away wet. If you're in the used bike market, you would do good to find one that you can try before you buy.

Seller's description says it has Tiagra components but it looks like the only thing Tiagra on it is the rear derailleur. No idea what a fair price would be for that bike. Then there's the $100 shipping charge unless you're local and picking it up.

Humongous is correct. It would be best to find a bike that you can try before you buy. Since you are on a limited budget you don't want to spend your whole budget on a bike and shipping only to realize when it arrives that it needs work. I would suggest craiglsist (be careful of scammers etc) or check to see if any of your local shops have used bikes or maybe a bike swap.
