If you live in a salty environment (near the coast), wash (at least rinse) the bike regularly. Then dry it. Then keep the chain and other metal bits lubed.

steels need to have a protective coating or else they will eventually rust. be it oil or paint.

Keep your bike in doors out of the weather, accept when riding of course. Clean your bike periodically, and keep the things that rust coated with a bit of oil.
