Campagnolo 11 tooth sprocket

Campagnolo 11 tooth sprocket
Really dumb question but:
I just took off my 11-21 Campy record cassette, and was replacing it with a new 11-25 for the hils.
Everything's going well, inserting sprocket by sprocket, but once I get to the 11 tooth it just won't fit.
Tried to replace the old cassette in there, and it also won't fit. I can insert it partially into the spline, but it is always oblique and moves along the spline. Then I can't tighten the lockring, because it won't reach the threads.
What am I doing wrong?

The last cog always just hangs on. You gotta push hard on the lockring to get it to thread on and all the spacers should compress and everything will be fine.

brush the dirt and sand off of the cogs and freehub.

Be sure that all the spacers are in the correct positions. The splines of the 11T cog should engage the cassette body splines and there shuld NOT be any problem engaging the threads. You should get several turns on the locknut before it contacts the cog.

You can do a sanity check by looking at the cogs from the rear of the wheel (i.e. parallel with the direction of the cogs). See if there are any obvious gaps where one cog is clearly further away from another, as compared to the rest of the cogs. If so, check spacer selection/placement/orientation in that gap.

Thanks for all the help in here. I cleaned the free hub of dirt and grim, and was finally able to press on the 11t sprocket. Wow these campy cassettes have really tight tolerances!
All is well and now I get a 23 and 25 tooth gear for the hills.
