i feel like he just reversed the shape of the wheel and the road.
If im not mistaken for the olympics in beijing there was a bike with similar style wheels yet worked on a flat road

experimental 'bikes only' road where the bikes with special wheels will be able to travel smoothly, but other vehicles (by that it implies car) with normal round wheels will hit endless speedbumps.

Ah, cool. I live right outside of Cheviot and there is not a road in there that isn't either constant patches and bumps or covered in sand and gravel. And that was my way to work. :(

Oh well, half the fun of biking is finding new places to ride. :D

Haha... Yeah, the west side is especially bad. I grew up in White Oak and had pretty similar experiences. Then going to school at UC was especially hazardous--in addition to the routine potholes, lots of cars coming out of blind allies and what not. My one bike vs. car collision was on Calhoun St. where I t-boned a car that pulled out not paying attention...
