any clues on this make?

I started this as an "what vintage Tommasini is this?" in Vintage, but since Tommasini Italy has replied to me saying this frame is NOT one of theirs, I thought I would relaunch this mystery here.

So, if it is not a Tommasini, can anyone suggest what it might be?
the seattube logo is fairly distinctive. anyone seen anything like this before?

I am thinking it's not a completely carp frame masquerading as a thoroughbred-- why use Columbus dropouts (or are they a dime a dozen?) [ don't have the picture of the drop outs handy.]

and the cable routing through the top tube?
