Rear wheel doesn't spin as freely

I recently bought a set of used wheels here in the forum. When I put my new wheels on, the back wheel doesn't spin as freely when I spin it backwards with my hand as the stock wheel.

For example, when I spin the stock wheel with my hand while the bike is on my stand, the rear wheel spins for a long time (at least 20+ revolutions). It spins freely like it will basically spin forever.

However, when I use my used wheel purchased here, it spins for maybe 3 revolutions and then stops. When I take the wheel off the bike, I definitely notice when spinning the cassette with my hands that this slow wheel has much more resistence than my stock wheel.

Does the rear hub need to be regreased (and ball bearing redone)? Is this normal?

Either your brakes are rubbing up against the rim or your rear hub is on too tight.

The brakes are not rubbing because it is stiff and sticky even when I remove the wheel from the bike and remove the cassette from the wheel. So I guess the hub is on too tight. I'll look into what I need to do to loosen it. Thanks!
