Probably a little bit of both in that particular pic, but I am very oddly proportioned. I have a very short inseam (30") for my height (5'11), and that is compounded by extremely long thighs and short shins, and my neck is also longer than average. Fitting onto a stock frame is a PIA, as is evident by my bike (not the one in the pic) when you realize I don't have the seatpost out very much, but I have a setback post with the saddle all the way back.

head a little lower now that i look at it again. you should also put your helmet on, it could change everything i just said.

then again riding without a helmet may help. you have a natural vortex generator, so it might work to your advantage.
