Are everywhere. I see these cyclists on group rides all the time. Last week on the Nyack Ride, a cop passes us (which is the clear signal to tighten up and get to the friggin RIGHT). Half a mile later this same officer is sitting on a side street observing the ride come up the road. Even STILL, this one moron was riding in the middle of the lane. I shouted at him to GET OVER I DON'T WANT TO GET ARRESTED and he finally did.
It is unfathomable. I've been riding for 20 years, I log 12K miles annually on the roads around here and I almost NEVER have a problem. That's because I STAY RIGHT, as FAR RIGHT as I can, and I don't want to get clipped by a car. I would say 20%+ of the road cyclists I see seem incapable of grasping this simple concept, and are a hazard to themselves and an annoyance to motorists. I have friends who ride this way. I don't like to ride with them for that reason.
And some of you idiots are worried about how unsafe it is to ride with an ipod? Yeah, OK. I'll tell you what, you follow your plan, I'll follow mine, we'll see who's still alive to blog here in 10 years.

I was driving along a four lane road (35mph) in Austin yesterday and came across two cyclists taking the right lane as there was no other place for them. Cars courteously moved over to pass them then returned to the right line once their pass was complete. I thought "That's the way it should work". Then I got to the next stop light...cars were backed up in both lanes, and here come the cyclists up the right hand side to the crosswalk to wait for the light to change, putting all the cars that had just gone around them, back behind 'em! Then I thought "Well...they ALMOST got it right".
If taking a lane and the lane stops, hold your position! I always stop about 10 feet behind the car in front so if the car behind me crowds me I've got plenty of space to start up and clip in when things start moving again.
It's like coming to a 4-way stop with traffic...telegraph your intent to stop by un-clipping early and show the other drivers that you're going to stop. Of course, if there's no traffic, just blow through the sign.

This is where I was the last couple of rides because guys up front wouldn't get over. And it's absolutely unnecessary in many situations.

Edit: I think we all know where we belong on the road, when we get to that point. As long as you can justify your line by the hazards you need to avoid, you'll be alright- but those hazards aren't going to be all 20-30-40 miles of your group ride, so someone who spends the entire ride way out in a traffic lane IS really just being a d-bag.

Nothing drives me crazier, especially when you show up for a group ride and some individuals apparently feel emboldened by numbers to turn it into a Critical Mass event. Makes us all look like shmucks.

A couple years ago, I counted vehicles to estimate how often I encounter a hostile action (such as being buzzed or yelled at).
I calculated that roughly 1 out of 100,000 vehicles that passes me does something hostile. That is a 99.999% success rate. Statistically, we know that there are is certain percentage of murders, psychos, dope addicts, etc on the roads and that anyone who rides in much traffic will encounter people in these groups every day.
