Plastic bags work for me- what's "dangerous" about them? Some old hiking socks with holes cut in the bottom are great when the weather isn't too cold, but neoprene overshoes are awesome. "Sealskinz" socks are excellent, especially when it is cold as well as wet. +1 on the gaffa tape over the mesh parts of the shoes too. I also put an old pair of socks on the top of the shoe, held in place by the overshoes when it is very cold.
