Under Armour can be kind of weird -- for me I find most of their tops compress my Pop-Eye-the-Sailor forearms while sagging around my lanky torso. Uncanny unpleasant feeling. Maybe it works better for some kind of "model" physique.

I really, really like UA stuff. I've only used the heat gear, but I'm going to buy some cold gear for winter biking/skiing.

I have several base layers from UA (Heat Gear), Champion (C9), and Adidas. I am right around the OP's size and also have a hard time finding small shirts that are actually small. In my experience, the UA base layers fit the best. They are snug all over (not choking, just compressed, as they should be). Both the C9 and Adidas base layers fit more loosly, especially in the arms (still close, but not compressing). Those were a good bit cheaper than the UA stuff, but they end up being warmer, since they won't wick as efficiently. That does make them good for cooler weather, though. My UA base layers (long sleeve) ended up being $35 at Sports Authority. The C9 and Adidas stuff was from both Target and TJ Maxx for around $15-20.

Craft long sleeve base layers are <$20 each, with free shipping. And Craft is the best base layer stuff.
Also, +1 to suggestion to use another jersey as a layer. That works better than you'd think, and most of us have way too many jerseys.

If you actually want something cheap, don't buy anything calling itself a "baselayer". A thermal vest is exactly the same and costs half as much or less.

You guys have been extremely helpful with your suggestions. I went down to Marshalls and was looking at the base layer they had to offer and seen one by SmartWool and picked that up for 15 bucks because they couldnt find the price tag. It fits pretty snug too

Vergesport.com has their base layers on sale. They have sleeveless (which I use, and like a lot), short sleeve, and long sleeve (though only women's long sleeve right now). Good quality, true to size, quite cheap at the sale price. Check them out.
The Champion C9 stuff at Target is serviceable. I use the long sleeve cold weather jersey under a jacket during the winter, to good effect.

I purchased several boy's XL from Target this summer from the closeout rack. They were $4.77 each and work at least that well. I have more expensive ones from Craft that work better, but for temps around 45-50 F, the Target ones work just fine.

I picked up a LS midweight baselayer from the local EMS. Reasonably priced ($30), fits okay (though not skintight). Might pick up a SS midweight and a SS lightweight for warm temps.

My guess is you got quite a deal because SmartWool is usually not cheap. I love SmartWool socks, but I've never used anything else.

I'm not going to start a new thread on this.
Couldn't find my old "tights" thread so....
I bought my first pair of tights, the castelli primo bib tights. Went on my first ride with them yesterday and was cold as ish when i first started off but warmed up pretty soon, my "junk" didn't. Any suggestions, do you guys wear underware or something?

I like the Target baselayers over the Walmart brand. The walmart brand feels like plastic on your body when wet.

Kohl's - I bought Columbia base layers for $20 each. TJ Max and Marshall's always has polyester base layers for < $20. And I agree with the Target stuff - works fine.
