Yes. The Trek 1.5 is $1,100 (MSRP) and comes with Tiagra.
Depending on what dealerships you have near you, you can get for the same price range:
- Fuji Roubaix 1.0 for $1,250 and it actually comes with SRAM Rival
- Giant Defy 1 for $1,300 and comes with 105

To answer your question: Of course it is. Can you get more bike for the money? Possibly. Your money, your call.

Yes, that's a good bike and will work fine for the type of riding you want to do. I really like the look of the new 1.5's and other entry level Trek bikes. I've also tested them and like the way they ride. Also, Trek has good warrantee service. You can always upgrade if you decide to step up to a higher level but the stock components on that bike are fine.

The 2010 1.5 looks like a nice package. When I was shopping, the 09 1.5 was not a nice - no Tiagra shifters or group. If it fits you well buy it.
