Kenda Kriterium or Maxxix fuse tires

Dont know much about tires but what is the difference between Kenda Kriterium 700 x 25c and the Maxxis Fuse 700 x 23C?
Seems that the 25c is a slightly fatter tire? Is it better than t he Maxxis?
