The paint looks kinda sketchy. I don't know.

Ask if it has a serial number. My fake frame doesn't. The paint job looks lower quality though.

Fake. Look at where the seat stays join with the seat tube, and where the rear brake mounts. Looks nothing like the aft on a legit TCR. The paint almost looks like powder..... but really really poorly applied powder. And they're only asking $244 BIN + shipping? There's no question about it in my humble estimation.

New in Box? or am I completely missing something?

The paint does not look very high quality, and since it's from eBay, I wouldn't go for it.

1: Giant Road bikes are made in Taiwan
2: TCRs never had that seattube bluge
3: TCRs had an integrated 2 bolt seatpost clamp
4: paint looks horrible
