Yes that bike is worth $100 in my opinion. When you are looking at the bike, check the description of the stolen one and see if it matches up.

different bikes.
the stolen one is 58cm, the one for sale is a 21", or 53cm frame.

Yes buy it. I wouldn't keep it though; I'd strip it, sell the parts on eBay, profit, and buy a better bike.
