Newbie question. Is this a decent bike for $350?

Newbie question. Is this a decent bike for $350?

Hello hello, I'm still hunting around for the first road bike and I came across this ad on CL. It seems decent for the money however, I know that I don't know enough about roadbikes yet to really say yay or nay. What do you guys think? I'm scheduling a test ride to make sure it feels right for me. (The only other think I've test rode that I really liked was a fuji finest 3.0)

It's a miyata 912 that has been taken apart and overhauled.

how tall are you? You're going to have to be pretty short to ride such a small bike

I should also mention that it would be for a 65 mile ride coming up in October and overall, first road bike.
