Decent, Inexpensive Rain Vest?

I suspect this has been covered before, but the stupid search function is not working.

I am in need of a basic rain vest to wear over a jersey. You know the kind: lightweight, mesh-backed, ideally breathable, with some gentle elastic at the sleeves.

I am inclined to get the "Performance Century" one but am open to other suggestions.

Budget is approx $40.

All suggestions welcome.

This pops up on Bonktown very frequently. In fact, it is on for $18.99 as I'm typing this. I don't have any experience with Hincapie, but I found a decent Descente from PBK. The yellow seems to be out of stock, but the black one was $39.99 the last time I saw it.
