tires change from 23 to 25c?

My bike, i think from looking up, it said it takes 700x25c tires in both front and rear. So i naturally bought 2 700x25c tires for spare. But a few days back, i found that one of the tires that is on the bike now is a 23c. Is it possible that a rim can take both 23c tires and 25c tires? So i guess my question is that if i change the tire to 25c is it ok, or do i have to buy some 23c tires now?

You should be fine with the 25 and you'll probably notice a cushier ride as well.

your rims can probably accommodate anywhere from 20c to 32 c tires. Its the frame and your preferences that usually decide which is the right choice.

23c is preferred for racing since they turn really well and can be inflated to 120+psi.
If you are just riding for fun and or long distances a 25c is a good option because you can inflate to around 100psi and have a more comfortable ride.
a 28 is good for even lower psi , more comfort and increased road contact for commuting in wet weather etc.

i'll add that the sizing convention is not exactly conventional. i have seen 23c tires that have nearly the exact same measurements as 25c tires, it really depends a lot on the brand.

dont worry about switching to 25c tires from 23c, your wheels will definitely accommodate them, and depending on the brands of tire involved, there could be very little difference in actual width.
