I give up. No 38cm bars with classic bend?
I have narrow shoulders and prefer narrow width bars. I hate all this ergo bend crap. I hate shallow drops. Where's the good stuff for the smaller guys?

did you try these https://www.ritcheylogic.com/dyn_prodfamily.php?k=355357 , there a 40 but 2cm shouldnt make that much of a difference, or look for some nittos.

Nitto make what you want. 38cm bars with classic curve are readily available as track bars. They may not have any cable slots but this isn't a biggie.

Oval Concepts makes(or in the past made) the r701 in 38cm. Though, I believe ASI is really screwing with the heart of Oval's product line to better outfit their bikes from an OEM point of view.

Try some Deda newton deep. They don't come in 38cm, but unless you have something like a 30cm shoulder width, you shouldn't feel the difference between 40cm and 38cm bars.
If you're lucky, and don't mind searching a bit, deda used to make women's bars in 36cm and 38cm widths.

Try eBay for NOS bars. I used to have set of SR "Road Champion" bars that were about 38cm.

Most decently light weight classic drop bars are going to be relatively shallow (142mm or less).
I think your closest bet is going to be the Pro Vibe 7S Round. Super great shape with a flat transition to the hoods (unlike most traditional bars), with a classic nice round drop with no crappy anatomic flat spots. It is also available in a 38!
I like the 3T rotundo and Ritchey Classic, but your your drop is not very deep. They 3T comes in a 40 which is still pretty narrow. It is always better to go wider than too narrow anyways. You can always move your hands in but if the bar is too narrow, you can never move them out to open up your chest area for breathing.
