It would scare me enough to know that they can find trace amounts of the plastic bag that carried my blood into the hotel.
I wonder if that same test could taste the cedar plank that my salmon was infused with, because I sure can't.

However, to the extent Contador tries to explain the chenbuterol positive, with the tainted meat theory, and argues that the very low level is evidence of that, he opens the door to the sanctioning authority to rebut that theory by showing its explained by blood doping with blood containing a small amount of chenbuterol.
So the evidence of the plastecizer doesn't come in as a violation in its own right, but as a rebuttal to Contador's defense.
This puts AC in a real box, either offer no defense to the chenbuterol, and lose, or open the door for the plastecizer test.

Regarding b), because testing is now taking into account indirect evidence for proof of doping. No one gets faster by ingesting plasticizers, but they are being used as an indicator of a blood transfusion. I'm not saying indirect evidence isn't valid, but it opens the door, as rangerdavid said, to all kinds of accusations, witch hunts, suppositions, etc.

The test for phthalates (typical plasticizers) is a piece of cake and can be extremely accurate so the analytical side of this one is easy. Of course now he's going to say he stores all his food at home, for weeks at a time, in tupperware containers in the fridge.
(Actually, tupperware probably wouldn't do it to significant levels, but you get the idea.)

Given the ridiculous sensitivity of these tests - I mean, come on, picograms? - and given just how hard the hammer comes down on people who are caught - I'm amazed that anyone who is a serious GC contender would be doing any sort of doping.
A domestique doping, that I get. But anybody in the top ranks? That's insane.
