My agenda: 3 foot rule, building code requirements to have secure bike parking and shower/change facilities in commercial buildings of a defined size, snow removal on bike lanes.

1) Yes
2) Difficult to sell because landlords would have to foot the bill and there might not be a big enough demand to justify the cost.
3) Bike paths get plowed in NYC on the main roads quicker than they do on MUPs but even there the turnover is pretty quick, though another situation where the cost would have to be justified by the demand.

Bike parking is easy; our city just approved a new ordinance for new construction and some semi-governmental groups are filling in existing areas with bike racks. The shower thing gets a LOT more complicated because if you're going to offer showers to the public there are all kinds of health department regulations.
