I'm pretty lucky. I played hockey for 10 years and the shin pads stunted any chance at hairgrowth on the sides and back of my calves. Luckily enough I'm not a hairy wildebeast anywhere anyways. Most people ask me if I shave my arms. Strangely though, I'm 28 with a ton of grey hair.

Notwithstanding all the learned and erudite commentary posted above, if you need to tape ankles or knees ( or anything for that matter) regularly, its MUCH more bearable with bare skin. Lots of sports people shave different areas, depending on where their chronic injuries are and where they need to tape.
As a further aside, I used to race as a swimmer when I was younger and lots of swimmers like to "shave-down" as part of their ritual for a big race. Most readily confess that its more about how they feel than anything else, but they still do it. Feel can matter at a high enough level of competition anyway.

Less pain while cleaning. Crashed on Sunday, shaved later while the Endorphins were still at work. Best decision I made that day.

Not really embrocation, but if it's wet and not cold enough for tights I'll give my legs a nice coat of Bag Balm.

I have been shaving since 18 years old. Arms, legs, pits, etc.... I just can't stand body hair. It has only taken me 20 years to find a sport that I can use as an excuse for some of my physiological issues.

After the initial shave. Your friend will be looking at once a week to maintain his or her hairless endeavors. I would suggest breaking it down into a weekly schedule such as lower legs, upper legs, arms, all with designated days. There may be a way back but I believe a nice bike would cost much less than years of therapy!
