You should never pedal going downhill. You should coast and yell "WHEEEEEEEE!" all the way down.
And since you'll be "resting" while going downhill, you'll never need to stop for a rest.

I'm going to answer seriously even if you clowns can't give bicycle riding the respect it deserves.
If I ride longer than say 60 miles, I try to stop every 20 miles for a few minutes just to get out of the riding position and stretch my back. Going downhill I find I go faster if I tuck and coast. I only pedal when that is not the case which is rare.

I'll take the question at face value. For me, especially when I'm on a long ride like a century, I try to stop every 20 miles or so, get off the bike, walk around a bit, drink a pre-determined amount of liquid, and then proceed. This will keep your joints and muscles loosened up and force you to hydrate, which is something I sometimes forget to do if I don't stop.
This is mostly hot-weather advice. Sometimes when it's really cold, you don't want to stop or you'll risk getting chilled and then it can be hard to warm back up. Plus, you don't need as much hydration in cold weather--though some is always a good idea.
Parody threads--love 'em. We haven't quite hit that time of the year yet, but it's right around the corner. There's a few really tempting potential targets out there right now, but I'm not going to be the first to start that nonsense.
On the coasting downhill question, it pays to remember that as a roadie, you have an obligation to look as hardcore as possible at all times. So obviously, coasting is not acceptable behavior. That said, it's kind of like Master Bation: There's nothing wrong with doing it--you just don't want to get caught.
