I would like to get a new wheelset to replace my Mavic Aksium Race as my main everyday set. I mainly ride solo or with some faster group rides. No racing for me this season. I live in Toronto and it's a fairly flat area and there's no real climbing to be done so weight isn't that much of an issue. I'd like to keep the set around $500 and I've narrowed it down to..
Soul S4.0 $520
Chinese 50mm carbon clinchers for around $580 or $630 with lighter spokes (100gr lighter per set)
Williams System 30 $430

I've heard nothing but good about Williams. Considering the system 30 myself.
Do the carbon clinchers have al or carbon braking surfaces? Personally, I wouldn't want to deal with the hassle of carbon braking surfaces for everyday use.

If you're going for aero, you might as well go at least 40mm, so I vote for the Soul 4.0. I agree with Kindablue that carbon braking surfaces aren't worth the hassle, especially if you plan on swapping back and forth with an aluminum set on occasion, as that would require brake pad swaps as well.

I liked the idea of the carbon set but you're right about the carbon braking surface issue. Seems kind of split between the soul and the williams. Do the williams have a waiting time like the souls do?
