ID bike please !

just out of interest, in case i have a gem, anybody recognise this frame ?
its got a recessed cable...recess, something i have'nt seen before ?
gonna be a UK or european bike.

And include some close-ups of the lugs, fork crown, seat cluster .... It's a strange one. forged dropouts (?) jammed into stamped tube ends ... fake lugs on the head tube ? I doubt it's a "gem", but not junk either. Probably made a good fixed gear.
