What's going on with this tire/tube?

What's going on with this tire/tube?
Just switched to 700x23 tires. Boy are they tiny, but that's another story. I know what I'm seeing, but I need help interpretating the observation.
One wheel, when start up it kind of ludges like it is not round, but as ride progresses then it smooths out.
I took off the wheel to look at it closely. I noted the tire seating budged out a little bit by the value stem. I didn't measure, but about 1/16th to 1/8th of an inch. Everything still holds 105 lbs of pressure. I didn't notice any defects in the tire. Is it even possible to bunch up the tube or something to get this effect. I elected not to remove the tire and reinstall and instead just complete deflated it and reinflated.
Ideas of what is going on? Oh, new tire and new tube. Tire is standard bontrager, tube is
700x23 with removable stem so I could add valve extensions. Sorry, don't recall the brand.

Deflate to about 10 psi. Press the stem into the tire to get the bead to seat fully. Inflate.
The tube around the stem is reinforced and sometimes gets in the way of the bead.

ok, that makes sense, thank you. deflating yesterday helped pretty much, but was still a tad strange today

Maybe remove/reinstall tire & tube? Also, when did you have rims last checked/trued per spokes?

So you had what, 25mm tires before? If you were using the same tubes you might should get new ones. By my observations the tubes will eventually stretch out to the size of the larger tire and can not be put in a smaller one.
