Finding the bike frame size

What is the best way to know the size of a bike in CM if the frame is not marked with the size?

By going to the manufacturer's web site to look at that particular model and the geometry charts. Charts come with a picture diagram. Then you'll know the top tube length (and know how its measured). Do the measurement and compare with the chart.

I usually measure the head tube and compare it against the manufacturers geo chart. Top tube and seat tube are fine but it seems there are several ways to measure these. HT's are more precise.

Otherwise, measure the seat tube from the middle of the bottom bracket shell up to the top. Or to the center of the intersection with the top tube. Depending on the brand, the official size will be one of those.
