horizontal tops on drop bars?

I just bought a road bike on eBay and don't have any sizing/comfort issues except for the handlebar. I rotated it up a bit so that the drops are pointing more or less at the rear axel, but still I feel uncomfortably far down on the hoods.

It's 2am now so I'm not going out on a test ride, but would rotating the bars so that the tops are horizontal be a good idea? I mean, if it's comfortable tomorrow, I'll stick with it. But would just getting a taller stem be preferable for some reasons that are currently beyond my newbie understanding? Thanks.

if reach is your problem get a better fit stem, don't rotate the handle bar because it's messing with the geometry for your wrist

it's a trail and error, I have about 4-5 stem that sitting at home.
