Pics or you're lying.
I run and ride too, and I'll never bulk up due to the physiological nature of the sports.

Some people just don't bulk up much. I grew up riding in the Santa Monica mountains, yet I was always one of the crappiest climbers. Although I eventually got bulging thighs with veins popping out a bit, they never looked anything like Marty Nothstein's. So I accepted that my genes weren't leading me to the Olympics and chose a career in music. Riding has been much more fun since I stopped competing.

running and biking isn't enough resistance to build muscle in your legs. If you want more muscle go to specific weight machines at the gym and perhaps change your diet.

Apparently running for 20 years hasn't made you any smarter about fitness. Endurance activities don't build muscle. That is why marathoners and the tour de france riders look emaciated and sprinters and track cyclists are buff. More interval training and you will bulk up some.

They're called "Chicken Legs" because they look it. That's what's wrong with it.
If your body type and genes do not include muscular legs, you need to build it by weight lifting and eating a lot of protein.
