That sounds like more of a poser than a FRED. There is some overlap, but someone who thinks that their wallet is going to buy their way to speed by getting all-pro stuff, that's a perfect description for a poser (poseur).
FRED to me is someone clueless about the culture and training of road cycling, and often caught in a group ride way above their ability, yet completely oblivious to their lack of ability and knowledge in cycling. If the aforementioned FRED talks it up in attempts to convince others that he's a good cyclist with a lot of experience, that seals the deal - FRED all the way.

"Fred" is a name that bike snobs use to describe anyone they deem as not worthy. Whether it be not worthy of the bike they ride, the kit they wear or the group they ride with. People that use the word are the type of people that have to put other people down in order to feel good about themselves and cope with their jealousy and insecurity. It's a mentality that most people out grew in junior high yet seems prevalent in certain circles in the cycling community. In fact the definition of the term bike snob is any cyclist he uses the term Fred to describe another cyclist.

The LB might have just put them on to help the bikes sell. If you read many road bike's specs, they don't come with pedals either, but almost every LBS I know of puts basic pedals on everything except the super high end.
