Just bought a new rim, spoke nipples not protected?
I noticed on my rims the spoke nipples don't have that extra layer of protection with a circle hole to access them for ex:https://justyna.typepad.com/photos/un...6/p1210535.jpg. They are just bare, so they will be in direct contact with my tube. Is this ok? do I need a different rim tape? seems odd

You need some kind of rim strip to cover the spoke holes or they will cause your tube to puncture.
I like high pressure nylon as opposed to tape with glue so that I can remove the rim strip if needed to use it again.

Of course it's okay; otherwise they wouldn't make them that way. The pick shows a double walled rim. Not all rims are double walled; in fact, it used to be pretty rare. Normal rim tape is fine.

Throw out that liner, and buy some of the nylon tape. This is what I got. Its cheap and light.

I used Velox for years, but many of the newer nylon strips work very well. As Caphits suggested, Specialized (or Ritchey, etc.) nylon rim strips work quite well, and nylon is generally good to 130-140psi or more even on a tandem.
BTW: I've seen Velox fail nearly as often as a quality nylon strip where a lot of water as been involved, and I've seen Velox installed improperly far more than a continuous nylon strip.
