I'm feeling lazy and thought I might just answer this one honestly. My preference for bars and hoods are as follows: For full or deep drop hoods I like the bottom to point straight back and then I adjust the hoods so the are level with the top tube or the bar ends depending upon my mood. For compact hoods I like to set the bottom of the bars on a table top (supporting them with my hand usually) and then mount the brifters so the bottom of the brakes touch the table top also, then I mount the bar on the bike so the hood's flat spot is level. I like them these ways, they were shown to my by a wrench at one of the many LBSs I frequent and they are my favorite for each theory.
