Custom Frame Builders In Portland, Or / Salt Lake Area

So a relative of mine has decided he may want to start experimenting with hard drugs and take up cycling. Now he has been asking me questions about which bikes to get and has been playing around on a few good deals (Bianchis, Trek Madones) that bike shops have offered him and now he has decided that he wants a steel bike and is having trouble finding a bike that fits.

So his budget is around 2k$ and I told him he might be able to get a custom steel around that price from someone in either the Portland OR area (Where he lives) or Salt Lake City (Where business takes him alot).

So on that note does anyone know where he might be able to find a custom steel builder where he could get a complete bike for around that price? (I am willing to bet he may go a bit higher then 2k but probably not much more then 2.5k). He would probably be fine with some pretty basic componentry seeing as he is new to our "sport".

Anyone want to give me a few recommendations I can forward to him?

He's in Austin, TX but his **** is legit. He was trained by japanese bike builder Yamaguchi.

Prices SUPER reasonable. ($2000 can get him close to a new build)

He'll take excellent care of you.
