Umm I just need advice on a stem with extreme rise.

I replaced the old quill stem and bars with a new EC70 stem and wing handlbars on my bike, and had to use a quill adapter. The stem even flipped is still about 30 degrees above the top tube. I hope I am explaining this right. I have an old specialized stem that I threw on but same problem. Its an old Trek and has different geometry than modern frames.

Any suggestions, and Im not trying to spend more than 30 dollars. And yes I have scoured ebay and all the web dealers. Just looking for input.
