Yup.

Think of aircraft wings. You can design the wing to produce a certain amount of lift at a certain airspeed by changing the shape of the airfoil.

On a sailboat, the sail is the wing, and the "lift" is rotated sideways to pull the boat forward. What controls the speed is the amount of thrust produced at the given airspeed, not the airspeed itself.

Actually, the "joke" isn't the gun. The joke is the sail bike used to convey the emergency personnel. A primary goal of EMS is not becoming a victim yourself. These bike at first glance seem an easy way to do just that!

FWIW, I've seen recumbent sail bikes used to good effect. I sure would prefer a lower center of gravity and maybe 4 wheels...
